Security Specialist 4

MANDEX currently has a need for a Security Specialist 4 to join our team in support of our Marine Corps Electronic Security System (MCESS) program in Multiple Locations. Locations include Charleston, SC, Beaufort, SC, Barstow, CA, San Diego, CA, Hawaii, Jacksonville, NC, Washington DC, Iwaknuni, Japan and Okinawa, Japan. The purpose of the MCESS Lifecycle Engineering Support IV is to ensure functionality and proper operability of all existing and newly-installed SPAWARSYSCEN Atlantic MCESS equipment at Marine Corps bases worldwide.


The specialist will support Information Assurance (IA) and Systems Administration responsibilities on a daily basis. Responsibilities include:

IAO Roles & Responsibilities:

·         Implements and maintains standards, procedures, and guidelines to promote the security and uninterrupted operation of computer-based application systems within the Marine Corps Electronic Security Systems.

·         Ensures that all Marine Corps system IA-related processes are monitored and accessible to properly authorized individuals approved by the Marine Corps AO.

·         Ensures that all IS users and operators read, understand, and sign the appropriate System

·         Authorization Access Request (SAAR) (i.e., NIPRNet) prior to receiving access to IT resources.

·         Ensures that IA and IA-enabled software, hardware, and firmware are in compliance with the appropriate Marine Corps AO -approved security configurations.

·         Coordinates security procedures with the ISSM, initiates investigative procedures for security events, and implements protective or corrective measures when an IA incident or vulnerability is discovered.

·         Ensures that Marine Corps ESS Information System back-up and recovery processes are tested (initially and annually thereafter).

·         Coordinates local system security with local security policies and procedures as required to comply with DoD, DON, and Marine Corps IA policies and directives.

·         Coordinates with local technicians and PMO staff to develop, refine, and test the local IA Contingency Plan and Disaster Recovery Plan, which are part of the overall Continuity of Operations Plan (COOP), to ensure confidentiality, integrity, availability, and recoverability of critical ISs and data is maintained during and after a disaster. Additionally, coordinates with the appropriate representatives to ensure that the Contingency and Disaster Recovery Plans meet command objectives and are tested prior to system operation and annually thereafter.

System Administrator Roles & Responsibilities:

·         Ability to apply technical skills and experience in managing selected Windows and Linux servers and numerous workstations supporting a group of physical security specialists.

·         Ability to analyze internal or external customer needs, and determines equipment and software requirements for solutions to problems by means of automated systems.

·         Develops customized solutions to customer/user problems.  Establishes system parameters and formats, ensures hardware and software compatibility, and coordinates and/or modifies user requirements in terms of existing and projected computer capacity and capabilities.

·         Ensures data integrity by evaluating, proposing, implementing and managing software and hardware solutions.

·         Recommends and implements system enhancements that will improve the performance and reliability of the system including installing, upgrading/patching, monitoring, problem resolution, and configuration management.

·         Performs audits as directed by the Information Systems Security Manager (ISSM).

·         Ensure that system media and output are properly marked, controlled, stored, transported, and destroyed based on classification or sensitivity and need-to-know.

·         Where applicable, ensure that a user’s access is removed when access to a particular DoD information system is no longer required (e.g., completion of project, transfer, retirement, resignation).

·         Maintaining proper password change management practices per applicable DoD guidance.

·         Assist MCESS support technicians with Microsoft Windows and MS SQL server issues.

·         Perform and verify IAVM patch management functions per IAVM Management Plan.

·         Develop and document technical processes and procedures as needed.


·         Six (6) years’ experience troubleshooting network access problems and implementing network security policies and procedures.

·         Ensures network (LAN/WAN, telecommunications, and voice) security access and protects against unauthorized access, modification, or destruction.

·         Eight (8) years’ experience in relevant Information Assurance job skills and complete knowledge of Defense Information Assurance Certification and Accreditation process (DIACAP) including but not limited to:

o   Certification and Accreditation (C&A)

o   Certification Test and Evaluation

o   Security Test and Evaluation
