Integrated Electronic Security Systems Support Services

The N65236-10-D-6831 contract is a Small Business Set-Aside, Multiple Award, Performance based, Cost Plus Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with firm fixed price provisions to provide overall sustainment, integration and upgrades of existing Electronic and Physical Security Systems. This contract supports any system that automates systems that would typically require manpower to accomplish (I.E. Additionally, this contract supports Electronic and Physical Security Systems through software/system upgrades, equipment maintenance, and software patches. Battlespace Awareness (BA) Portfolio 

The Battle-space Awareness (BA) Portfolio includes engineering, development, and engineering services for those systems and organizations that observe (adversary) activity, collect data, and process it into information and intelligence.  It also includes those systems that deny and deceive our adversary's ability to do the same.  It encompasses capabilities to observe and interact with the physical domain and the data acquisition and processing capabilities required to bring this observation and interaction into the digital world (cyber domain). It includes the development of autonomous and unmanned systems and platforms and the integration of observation, processing, and information operations capabilities into these systems. BA includes the development, integration, and test of intelligence, battlespace awareness, and information operations (IO) applications and dedicated hardware.  It also includes the integration and test of systems of systems focused on the delivery of battlespace awareness, and intelligence capabilities and systems as well as the integrated employment of IO capabilities.  It includes the integration and interfacing of these capabilities into the transport and computing infrastructure. BA is understood to include: BA applications, BA dedicated hardware, Applications integration, BA Applications testing, integration into the common computing environment, Information Superiority (ISR applications, METOC applications, application dedicated hardware, integration into common computing environment), IO Pillars Applications, Integrated IO, capabilities to achieve effects, ISR/IO/Ocean Observation (Physical environment capabilities, observation (INTs), data acquisition, processing, Space situational awareness and dedicated hardware).

The BFS Portfolio is focused on transitioning customers to enterprise solutions using state-of-the-art technologies promoting operational efficiency and flexibility while reducing long-term sustainment costs.  The BFS Portfolio is also focused on improving network, system, and security services, and providing cost-wise paths for upgrading systems to provide enhanced capabilities, scalable to large enterprises, based on recognized quality standards.  These improvements are accomplished and capabilities delivered through an integrated set of technical disciplines and support which include:

Decision Superiority (DS) Portfolio

The DS Portfolio is dedicated to engineering and development of command and control (C2) systems and application development for command, control, and decision support systems to enable utilization of information and decision aids to support decision making. The DS portfolio also includes:

·         Development and engineering of tactical data links and associated tactical data processors, and integration of applications with dedicated command, control, and tactical data link hardware.

·         Integration of command and control systems with weapon systems.

·         Development and engineering of interfaces to other sources of information to support the decision making process.

·         Systems of systems integration and testing focused on command and control systems as well as overarching C4ISR systems of systems engineering, integration and testing associated with command centers and large platforms.

·         Integration and test of command and control application software within network computing utilities.

·         Core Services development.

 

Integrated Cyber Operations (ICO) Portfolio

The ICO Portfolio delivers the capabilities to operate, secure and defend the network and data in support of the warfighter's mission. The ICO Portfolio brings a close coupling between engineering, development and operational services focused on computer network defense, computer network exploitation, and computer network attack.  These efforts are intended to enable U.S. forces to maneuver in the cyber domain while denying the adversary’s ability to maneuver in this domain. Special attention is paid to protecting U.S. critical infrastructure and information in limiting the adversary’s ability to maneuver.  Computer network defense systems include network scanning and mapping systems, network vulnerability analysis, network penetration testing, network red teaming, network sensing devices, network packet sniffers, network activity correlation and fusion algorithms, systems enabling the identification and attribution of hostile computer network attack and computer network exploitation. Computer network exploitation includes systems, software and devices enabling intelligence collection on data at rest or moving through the cyber environment.  Computer network attack systems include those designed to deny or disrupt the adversary’s use of the cyber domain and are delivered through the cyber domain.  All aspects of information assurance are also included in this portfolio, and include cryptographic devices. This portfolio also includes Network User Authentication.  The ICO capabilities are understood to include the following examples: CNA (red teaming), CNE (ISR on the net), CND (Perimeter sensing devices, intrusion detection, firewalls), IA (cryptographic devices and software, DITSCAP/DIACAP Services), and Network User Authentication.
